Ukraine War: Zelenskyy Delivers Peace Proposals to U.S. and Warns of Russian Mobilization Plans
Ukrainian President Volodymyr Zelenskyy stated that Ukraine has provided the United States with proposals for ending the war with Russia and that internal Russian documents confirm Moscow's plans for a major new mobilization wave after its September parliamentary elections. In the Ukraine war, Zelenskyy said in his nightly video address that the proposals had been conveyed to the American side and that the United States could help strengthen Ukraine's defense with air defense while pressuring Russia to prepare for an end to the fighting rather than prolonging it. [3] He suggested Russia would exploit its September parliamentary elections to proclaim a new mobilization. [3] The president said Ukrainian intelligence had evidence that Russia would use the vote as a pretext to declare a new mobilization to boost the numbers of fighting personnel. [3] Zelenskyy stated that Putin plans an additional rapid mobilization of several hundred thousand Russians by the end of the year, plus another similar number the following year, in addition to recruitment through contracts with servicemen. [4] He said the plans were confirmed by internal Russian documents discussed in a meeting with intelligence chiefs. [4] Zelenskyy added that Ukraine is preparing to make it as difficult as possible for Russia to implement such plans and has assigned tasks to intelligence and special services. [4]
Daily Russian Combat Losses
Russia lost an estimated 1,260 soldiers and 388 vehicles and fuel tankers in the past day, bringing total personnel losses since February 2022 to approximately 1,461,660 according to Ukraine's General Staff. [1] The General Staff reported cumulative losses including 12,259 tanks, 25,127 armoured combat vehicles, 47,773 artillery systems, 2,022 multiple-launch rocket systems, 1,561 air defence systems, 439 fixed-wing aircraft, 354 helicopters, 2,203 ground robotic systems, 456,339 operational-tactical UAVs, 5,007 cruise missiles, 35 ships/boats, 2 submarines, 132,931 vehicles and fuel tankers, and 4,516 special vehicles and other equipment. Russian Missile Attacks on Ukrainian Cities
Russian strikes using North Korean KN-23 ballistic missiles, Iskander missiles, and Zircon cruise missiles hit Zaporizhzhia and Kyiv, killing seven workers at the Zaporizhstal steel plant, injuring dozens across the region, and causing fires, power outages, and building damage. [4] Russian forces struck Zaporizhzhia and Kyiv in an overnight barrage that included North Korean ballistic missiles and Zircon cruise missiles. [4] Seven workers of the Zaporizhstal steel plant were killed and a total of 24 injured in Zaporizhzhia. [4] One more civilian was injured in missile strikes on Kyiv. [4] Zaporizhzhia Oblast Governor Ivan Fedorov confirmed that Russian forces targeted the regional center with ballistic missiles and guided aerial bombs, damaging homes and other buildings and causing fires and power outages. Ukrainian Strikes Deep Inside Russia

Ukrainian forces struck Russian oil refineries in Orenburg Oblast and Khabarovsk Krai plus a Wildberries logistics hub in Voronezh Oblast, with one civilian killed and two injured in Voronezh. [4] A fire broke out at an oil refinery in the distant city of Komsomolsk-on-Amur in Russia's far eastern Khabarovsk Krai. [4] Ukraine's military later confirmed strikes on another oil refinery in Orenburg Oblast at the southern end of Russia's Ural Mountains, as well as on the facility in Voronezh Oblast. [4] In Voronezh Oblast a Wildberries logistics hub in the Russian village of Novaya Usman was engulfed in flames following a series of explosions. [4] A 49-year-old man was killed and two others were injured in the Ukrainian drone attack on Voronezh Oblast. [4] In the Russian city of Orsk in Orenburg Oblast an oil refinery and mechanical plant were struck by Ukrainian forces, the General Staff said. [4] The target was the Orsknefteorgsintez refinery, which has an annual crude-processing capacity of around 6 million tonnes. [4]
Ukrainian Aircraft Loss
A Ukrainian MiG-29 fighter jet crashed during a combat mission in Odesa Oblast after catching fire during an air-to-air missile launch; the pilot ejected safely. [4] The jet caught fire during a combat mission in Odesa Oblast the evening of Aug. 10. [4] The pilot attempted to save the aircraft, but the jet could not be salvaged. [4] The pilot managed to safely eject from the plane before the crash and was transported to a medical facility. [4] The jet caught fire due to a non-standard situation during the launch of an air-to-air missile while engaging enemy targets in Odesa Oblast. [4] The cause of the incident is currently under investigation. [4] Ukraine's State Investigation Bureau announced that a criminal case had been opened and that the jet's flight recorder was still being searched for to establish the cause of the crash. [4]
Russian Views on War Duration and End Conditions
Russian officials and experts express confidence in eventual victory and discuss scenarios ranging from continued fighting into 2027 to possible negotiated end if Ukraine meets Moscow's conditions on Donbas and security guarantees. [2] Vladimir Putin emphasized that there are no doubts about Russia's victory, however it is impossible to name specific deadlines. [2] Some experts and publications consider that the conflict on Ukraine may be approaching completion. [2] At the same time there are opinions that combat actions may continue into 2027. [2] In Russia various scenarios for the development of the situation are being discussed, among which are continuation of military actions, fulfillment of Russia's requirements regarding the withdrawal of Ukrainian troops from Donbas, and others. [2] The Russian Foreign Ministry stated that to complete the conflict it is necessary to eliminate its root causes, and a truce is possible only with legally binding security guarantees from Western countries. [2] Grigory Karasin stated several possible scenarios: difficulties with the operational provision of Ukraine with necessary armaments; prolongation of military actions at least until 2027, which may lead to significant losses for Ukraine in the upcoming winter period; fulfillment of Russia's requirements regarding the withdrawal of Ukrainian troops from Donbas. [2] Military expert Andrey Klintsevich stated that active combat actions within the special military operation may continue into 2027 due to the interest of a number of external players. [2] Deputy head of the Russian Foreign Ministry Mikhail Galuzin stated that Moscow considers a truce possible with legally binding security guarantees from Western countries that would exclude a repetition of aggression by the collective West against Russia.
