Temporary Pause on Capital Strikes
The temporary arrangement covers aerial attacks against Moscow and Kyiv but does not amount to a broader ceasefire. [1] Kremlin spokesperson Dmitry Peskov said on September 5 that Russian forces would not strike Kyiv for three days beginning at midnight. [1] Ukrainian President Volodymyr Zelenskyy said Ukraine was prepared to refrain from attacking Moscow through the end of September 7. US Envoys’ Diplomatic Visit
US envoys Steve Witkoff and Jared Kushner met with Russian President Vladimir Putin in Moscow before traveling by rail to Kyiv on September 6 for talks with Ukrainian officials. [1] The two envoys arrived a day after holding more than three hours of discussions with Putin. [1] A White House official said the talks covered substantive plans for next steps that would be announced in the coming weeks. [1] Zelenskyy said the Russians prevented the envoys from landing by plane at a prepared airport forcing rail travel. [3] Ukraine had prepared to receive the envoys at an airport but the strikes showed they could not land or use an aircraft. Regional Breakdown of Attacks
In Kharkiv Oblast four people were killed and eight injured as a result of Russian attacks including an 11-year-old boy and a 19-year-old woman in the town of Chuhuiv. [4] In Kherson Oblast three people were killed and a further 19 were injured including two children. [4] Russia killed one person and injured a further 25 in Zaporizhzhia Oblast with attacks later in the morning injuring two women. [4] In Mykolaiv Oblast Russian Shahed drone attacks on transport infrastructure killed one driver in the Halytsynove community. [4] Russia injured two people in Donetsk Oblast and forced a further 915 people including 136 children to be evacuated from front-line areas. [4] Seven people among whom was one child were injured by falling debris from a Russian drone in Khmelnytskyi Oblast. [4] Three people were injured in Odesa Oblast on the morning of September 6. [4] Cherkasy Oblast Poltava Oblast and Sumy Oblast were also attacked but no significant damage was reported. [4]
Context of Ongoing Aerial Campaign
Russian forces nevertheless continued attacks elsewhere in Ukraine outside the capitals. [1] The continued Russian strikes underline the limits of the temporary capital arrangement with fighting and aerial attacks continuing across other parts of Ukraine even as Washington attempts to broker a wider settlement. [1] Zelenskyy convened Ukraine’s negotiating team and said Kyiv was prepared for a substantive and realistic discussion. [1] He said Ukraine wanted to end the war but also needed security guarantees and a dignified post-war peace.
