Japan issued its highest-level emergency warning for heavy rain and flooding in some parts of Aichi and Gifu prefectures on Tuesday evening. [5] In Aichi Prefecture, these include the capital Nagoya, and the cities of Seto, Kasugai, Komaki, Ichinomiya, Inazawa, Kiyosu, Kitanagoya, Ama, as well as the towns of Toyoyama, Oji, and Kanie. [5] In Gifu Prefecture, the warning was issued for the cities of Tajimi and Toki. [5] A level 5 warning urges residents to assess their surroundings and move to the safest possible location, such as a nearby tall building or the second floor or higher of their own homes. [5] “It is necessary to ensure your safety by moving to higher ground that is less prone to flooding,” Takuya Hosomi, the Japan Meteorological Agency’s chief forecaster, said during a news conference. [5] The JMA said torrential rainfall in the hour through 4:53 p.m. hit a record 104.5 millimeters in Nagoya. [5] In parts of Chikusa, Moriyama and Meito wards, people were warned not to linger in underground areas, as drainage systems are unable to keep up with the incessant rain, and there is a risk of water flowing into underpasses, underground shopping arcades and underground parking garages. [5] Images posted to social media showed cars driving through roads with the waterline rising up to their doors in the city. [5] NHK also reported that underpasses and other areas in the city’s Minato Ward had flooded, forcing people to abandon their vehicles. A downpour that hit the Berekum Municipality in the Bono Region in the early hours of Tuesday caused extensive damage to properties and personal belongings, running into thousands of Ghana cedis. [2] The worst affected communities included Kyiribaa, Brenyekwa and the Berekum Zongo, with floodwater entering homes, rendering many people homeless. [2] No casualty was however recorded. [2] In an interview with the Ghana News Agency (GNA) at Berekum, the Assembly Member for the Kyiribaa Electoral Area, Madam Florence Adusah, expressed concern about the poor drainage system in parts of the Municipality. [2] She noted that the flooding that occurred was partly due to choked gutters and the erection of structures and buildings in waterways. [2] Madam Adusah advised the members of the communities to desist from littering and dumping plastic materials into gutters and drains and called on the Assembly to strictly enforce regulations on building and erecting structures in the communities. [2] At the Berekum Zongo, Madam Mary Owusuaa, one of the flood-affected persons, told the GNA that floodwaters entered her house around 0400 hours, and that about 13 houses were also inundated. [2] She said the flood waters destroyed television sets, mattresses, sound systems, mobile phones, and furniture. [2] Madam Owusuaa appealed to the Municipal Assembly and the National Disaster Management Organisation (NADMO) to come to the aid of the affected persons, saying many of them were presently perching with relations and friends. [2] Another affected person, Madam Juliana Adu Akrasi, noted that the ongoing construction of the 24-hour market project at Berekum, close to her house, had affected the drainage system in the area. [2] She noted that “The soil excavated from the construction site has been heaped into a major drainage channel, blocking waterways and impeding the free flow of water,” she stated. [2] Many of the affected persons appealed to the NADMO, the Municipal Assembly, and benevolent organizations to come to their aid, urging the Assembly to improve the poor drainage system in parts of the municipality as well. [4] By the end of November, Tobago is expected to remain under drought warning, while a drought watch is anticipated for the Caroni River basin extending into north-western Trinidad. [4] The TTMS says a short-term drought is expected across Tobago, north-eastern Trinidad and the lower Caroni River basin between October and November. [4] The developing dry conditions could have significant implications for agriculture and water supplies. [4] The TTMS said the agriculture sector faces an elevated risk to crops and livestock because of irregular rainfall, an increase in hot-spell days and declining soil moisture. [4] The water sector could also be affected through reduced recharge rates for dams, underground reservoirs and streams, resulting in lower surface-water availability for distribution systems. [4] The TTMS advised the water and energy sectors to implement continuous water-conservation measures, warning that drier-than-usual conditions during the latter half of 2026 could extend into the 2027 dry season.
