Zelenskyy Accuses Kyiv Officials of Failing to Prepare for Russian-Caused Blackouts

Zelenskyy accused Kyiv city authorities of almost completely failing to implement necessary resilience plans for blackouts caused by Russian strikes on power grids. Civilian Evacuations Under Fire in Donetsk Oblast
Ukrainian forces used an unmanned ground vehicle to evacuate two civilians with shrapnel wounds from Lyman in Donetsk Oblast due to constant Russian UAV threats, as around 1,500 civilians remain in the high-risk city. [3] Soldiers from the 60th Separate Mechanised Brigade evacuated a man and a woman with shrapnel wounds from under fire in Lyman using an unmanned ground vehicle. [3] This method was chosen because of the constant threat posed by Russian UAVs in the city. [3] Lyman is located close to the line of contact, but around 1,500 civilians still remain there. [3] The high level of danger has made evacuating residents more difficult, as government emergency services and volunteers are unable to reach the city. [3] The military therefore brought in neighbouring units to escort the civilians along the evacuation route. [3] The operation was led by soldiers from the Cerberus unmanned ground systems company of the 60th Separate Mechanised Brigade and was carefully planned with weather conditions and the security situation taken into account. [3] The UGV transported the civilians without the need to deploy military personnel directly into the high-risk area, with operators controlling the vehicle remotely throughout the evacuation. [3] The evacuated woman had injuries to her arm and leg after shrapnel from a drone wounded her in the shoulder the previous day, forcing her to treat the injury herself. [3] Both civilians were taken to the 60th Separate Mechanised Brigade's stabilisation point where they received medical assistance and are now safe. [3] Natalka Bahrii, head of the brigade's civil-military cooperation unit, urged residents of frontline areas to evacuate in good time and heed announcements from local authorities to avoid putting both civilians and soldiers at risk.
