Russian Attacks on Kherson
Russian artillery shelling of Kherson's Tsentralnyi district at around 04:30 on 28 July killed a 61-year-old man. [3] A Russian drone attack at around 05:20 in Kherson's Korabelnyi district injured a 51-year-old man with blast injuries and shrapnel wounds to his leg. Hospital Deaths from Prior Strikes
Two critically injured Kherson residents—an 89-year-old woman and a 58-year-old man—died in hospital from wounds sustained in prior Russian attacks. Strike on Power Infrastructure in Feodosiia
A strike reported in Feodosiia, occupied Crimea, set a high-voltage power substation on fire, cutting electricity to most of the city. [4] The target was the Feodosiia high-voltage main power grid, a major electricity infrastructure facility. [4] The same facility was previously struck on 1 July. [4] Local Telegram channels reported smoke rising near an oil depot in Feodosiia alongside the substation fire. Broader Ukrainian Strikes on Energy Targets
Ukraine's Unmanned Systems Forces have struck 154 energy facilities in Crimea and occupied territories since the beginning of July, including 18 electricity substations in the past three days. Casualties and Medical Response
The human impact included one confirmed fatality from the 28 July shelling in Tsentralnyi district and two injuries from separate drone strikes in Korabelnyi and Dniprovskyi districts.
