Tropical Depression Luis Drops Torrential Rain on Pangasinan as Dolphin Threatens Philippines
Tropical Depression Luis is bringing intense to torrential rainfall and flooding risks to Pangasinan and other parts of Luzon while Typhoon Dolphin threatens to enhance monsoon rains across the Philippines, with separate severe weather warnings issued for high temperatures in Cyprus, flash flooding in New Jersey and fire danger in Wyoming.
Tropical Depression Luis Brings Torrential Rain to Luzon
Tropical Depression Luis slightly weakened off Isabela on Monday morning but continues to dump rain in many areas in Luzon. [2] Luis’ maximum sustained winds decreased from 55 kilometers per hour to 45 km/h, with gustiness eased from 70 km/h to 55 km/h. [2] As of 10 am, it was located 165 kilometers east of Echague, Isabela, moving north at 15 km/h. [2] Pangasinan now faces intense to torrential rain from Luis in the next 24 hours. [2] Luis remains on track to make landfall in or pass close to Northern Luzon on Monday evening or early Tuesday morning. [2]
Forecast Track, Signals and Monsoon Enhancement
After landfall or close passage, Luis will sharply turn east northeastward while moving away from the Philippine landmass, though the forecast track remains highly uncertain. [2] Signal No. 1 remains raised in central and eastern parts of Cagayan, Isabela, Quirino, eastern and southern parts of Apayao, eastern part of Kalinga, eastern part of Mountain Province, eastern part of Ifugao and northern part of Aurora. [2] The southwest monsoon or habagat will also start bringing significant rainfall on Tuesday, initially to Occidental Mindoro and Antique, before heavily affecting portions of Central Luzon and Calabarzon. [2] The southwest monsoon will be enhanced by the tropical cyclone with the international name Dolphin, which is currently a typhoon outside the Philippine Area of Responsibility. [2] Dolphin was located 2,735 kilometers east northeast of extreme Northern Luzon as of 10 am on Monday, moving west northwest at 20 km/h, with maximum sustained winds of 155 km/h and gustiness of up to 190 km/h. [2] By Wednesday, Luis could weaken into a remnant low and get absorbed into Dolphin’s circulation. [2] Luis is the Philippines’ 12th tropical cyclone for 2026, and the first for August. [2]
Flood and Landslide Risks Through Midweek
Based on PAGASA’s updated rainfall advisory, intense to torrential rain above 200 millimeters is expected in Pangasinan from Monday noon to Tuesday noon. [2] Heavy to intense rain of 100-200 mm is forecast for La Union, Tarlac, Zambales and Bataan in the same period, while moderate to heavy rain of 50-100 mm is expected in Ilocos Sur, Benguet, Ifugao, Mountain Province, Nueva Vizcaya, Quirino, Nueva Ecija, Aurora, Bulacan, Isabela, Pampanga, Metro Manila, Cavite and Batangas. [2] From Tuesday noon to Wednesday noon, heavy to intense rain of 100-200 mm is forecast for La Union, Pangasinan, Tarlac, Zambales and Bataan, with moderate to heavy rain of 50-100 mm in Ilocos Sur, Benguet, Nueva Vizcaya, Aurora, Nueva Ecija, Bulacan, Pampanga, Metro Manila, Cavite, Batangas, Laguna and Rizal. [2] From Tuesday noon to Wednesday noon, heavy to intense rain of 100-200 mm is also expected in Occidental Mindoro, with moderate to heavy rain of 50-100 mm in Antique. [2] From Wednesday noon to Thursday noon, moderate to heavy rain of 50-100 mm is forecast for Zambales, Bataan, Cavite, Batangas, Occidental Mindoro and Antique. [2] The weather bureau advised all areas affected by the tropical depression to watch out for floods and landslides. [2] Floods and landslides are likely in areas affected by the southwest monsoon. High Temperature Warning Issued in Cyprus
The met office on Monday issued a yellow weather warning for high temperatures, which will be in force for three hours during the afternoon. [1] The warning will be in place between 2pm and 5pm, with inland temperatures set to reach 40 degrees Celsius inland. [1] Elsewhere, temperatures are set to reach maximums of 31 degrees Celsius. [1]
Flash Flooding Underway in New Jersey
At 112 AM EDT, Doppler radar and automated rain gauges indicated thunderstorms producing heavy rain across the warned area in Hunterdon, New Jersey. [3] Between 1.5 and 2.5 inches of rain have fallen. [3] Flooding impacts will continue, but no additional rainfall is expected. [3] Flash flooding is ongoing or expected to begin shortly. [3] The hazard is flash flooding caused by thunderstorms. [3] The impact includes flooding of small creeks and streams, urban areas, highways, streets, and underpasses as well as other areas. [3]
Critical Fire Weather in Wyoming
A red flag warning covers Lincoln and Uinta Counties and lower elevations, along with Central WY Fire Zone 289, Southwest WY Fire Zones 277 and 279, and West Central WY Fire Zone 278. [4] Counties affected include Fremont, Natrona, Sweetwater, Uinta, Lincoln and Sublette. [4] Low humidities, hot temperatures and strong gusty winds could cause erratic fire behavior. [4] Winds are northwest 15 to 25 mph with gusts up to 30 to 35 mph. [4] Humidity is as low as 8 to 12 percent. [4]
What to watch next: Luis is expected to weaken into a remnant low by Wednesday and get absorbed into Dolphin’s circulation, while Dolphin may stay near the PAR northern boundary but is still expected to enhance the southwest monsoon through Thursday.
