Damage to Civilian Infrastructure in Kyiv
The Cosmo Multimall shopping centre in the Solomianskyi District sustained roof and structural damage that caused part of the building's floors to collapse [1]. The ice rink and cinema at the centre resumed operations less than 24 hours after the attack [1]. The cinema fully resumed operations and welcomed visitors as usual while the ice rink reopened for skating and training [1]. No visitors or staff members were injured in the overnight attack at the shopping centre [1]. All animals at the on-site Zviropolis zoo remained safe and received necessary care [1]. Technical and repair work continued on site to ensure a comfortable and safe environment for visitors [1]. The Accounting Chamber building was severely damaged for the third time since the start of the full-scale war [2]. Equipment and other property in the building were destroyed or damaged [2]. The security guard at the premises was injured but did not require hospitalisation [2]. Around 100 employees of the Accounting Chamber worked in the damaged building [2]. The building housed two audit departments and the Accounting Chamber's territorial office in Kyiv [2]. Intelligence Warnings and Ukrainian Reaction
President Volodymyr Zelensky confirmed that Russian forces attacked Ukraine with ballistic missiles and that Kyiv received no advance warning from its partners about the launches [5]. Ukraine received no advance warning from partners ahead of the first wave but information about the second wave was provided [5]. Yurii Ihnat head of the Ukrainian Air Force's communications department said Russia launched two waves of ballistic missile attacks overnight on Oct. 19 at around 11 p.m. and 3 a.m. local time [5]. Alerts sounded before the overnight strikes though the warnings were unusually short [5]. The first explosions were simultaneous with the blaring of air raid sirens [5]. Phone alerts went off moments before the blasts while street sirens began during the explosions [5]. A senior Ukrainian official stated that the warning about a ballistic threat came through only after the strike had already happened [5]. Zelensky wrote that when deliveries of missiles for Ukraine's air defense are blocked while Russia is granted relief or delays in sanctions this is a denial of reality on the part of partners [5]. The reality is that the war continues solely because of Russian strikes and Russia's desire to drag this war out [5].
Broader Context and Ongoing Operations
The Accounting Chamber continues to operate and carry out its duties despite the damage to its building [2]. Experts are currently assessing the damage and dealing with the aftermath of the strike on the Accounting Chamber premises [2]. The building is temporarily not fit for purpose so the body is arranging additional workspaces [2]. On 14 October the Verkhovna Rada launched an independent competition to select new members of the Accounting Chamber as a condition for financial assistance from the European Union and the International Monetary Fund [2]. Russian attacks also affected settlements in Kyiv Oblast including Irpin where search operations continue [5]. Ukraine and Russia are defining the last details of the evacuation of civilians from the city of Oleshy and six nearby settlements toward territory controlled by Ukrainian forces [4]. The Commissioner for Human Rights Dmytro Lubinets stated that negotiations proceed every day [4]. Six thousand civilians including 200 children remain in the Oleshy region according to Kyiv [4].
