Russia Attacks Ukraine With 315 Drones and 15 Missiles on 16 October
Scale of Russian Aerial Assault on 16 October
Russia attacked Ukraine with 315 drones and 15 S-8000 Banderol/Dan-T drone-launched cruise missiles on 16 October. [1] The Air Force reported that air defence downed or jammed 253 drones, including 49 jet-powered ones, and nine of the missiles during the period from 07:00 to 19:00. [1] Among the drones launched were 78 jet-powered models, and early reports noted that about 35 strike drones remained in the airspace as of 18:00. [1] The Air Force warned residents not to ignore air-raid alerts amid the ongoing threat. [1]
Power Outages Hit Rivne and Volyn Regions
Large-scale power cuts occurred in Rivne and the surrounding area after a Russian drone attack on the main power grid. [2] Power engineers worked to reconnect consumers via backup schemes, with repairs to damaged facilities set to begin once the security situation allows. [2] Restoration work also continued in Volyn, particularly in Lutsk, where networks suffered serious damage from drone attacks on the night of 15-16 October. [2] Ukrenergo urged consumers with electricity to use it sparingly to avoid forced restrictions during evening peak hours. [2] The company noted that its winter forecasts had worsened due to recent strikes on thermal power plants but did not assess the situation as critical. [2] Ukraine's energy ministry reported that repair crews restored electricity to over 1 million people affected by the attacks, though it remained unclear how many stayed without power. [4] In Volyn, 370,000 people were temporarily without power in the morning, with 100,000 regaining supply later, while some areas faced potential blackouts for at least 24 hours. [4]

Civilian Casualties and Strikes on Civilian Sites
The strikes killed at least three people in Kharkiv, where a 71-year-old woman and a 58-year-old man died and 12 others were wounded across three districts. [4] One person died and eight others were wounded in a drone strike on a food-processing facility in Volyn. [4] Seven people were wounded in Rivne when drones hit a major shopping centre and other sites. [4] Attacks also struck at least two shopping centres, one in Sumy and one in Rivne, with pictures from Sumy showing blood spattered across the floor and damage to the entrance. [4] Drone attacks continued in Volyn, striking a customs terminal and torching about 10 trucks in Kovel. [4] Russian strikes sparked major fires at a factory producing household goods in Odesa and at a private business covering 500 square metres in Zaporizhzhia, where emergency crews battled the blazes. Zelensky Responds to Trump Criticism at EU Summit
President Volodymyr Zelensky said he was only standing up for Ukraine's interests after Donald Trump called Kyiv's strikes on Russian oil refineries a disgrace. [3] Trump, who recently made a deal with Moscow to import diesel, also described Zelensky as more difficult to deal with than Vladimir Putin. [3] Zelensky stated he could not accept the diesel deal because a gas agreement could follow and asked who else would stand up to it if he did not. [3] At the EU summit in Brussels, Zelensky said the war would cost €155bn next year, with at least €70bn needed from the EU for defence and weapons. [3] He noted that Ukraine could produce up to three times more drones but lacked the money, and highlighted a chronic lack of US-made Patriot missiles. [3] Zelensky said Europe possessed the interceptors needed but they were being scooped up in a piecemeal fashion. [3] He added that there are many people with good hearts in America who want to be allies, not to divide or humiliate Europe. [3] Trump criticised the strikes on Russian oil refineries for potentially raising world oil prices and affecting the diesel deal that would send 300,000 tonnes to the American and global marketplace. [3] Kyiv said it would stop the strikes if Russia did the same, but Moscow continued its attacks. [3] Zelensky called the diesel deal a gift to Putin that would put more money into his pocket to fund the war. [3]
Satellite Evidence of Escalating Drone Capabilities
Satellite images revealed that Russia has almost finished building a drone base in just six weeks near the Millerovo airbase in Russia's Rostov region, two miles from the existing facility. [3] The site was an empty field as recently as late August and appears designed to accommodate powerful jet drones linked to deadly strikes on civilian targets. [3] Experts said the base signals Moscow's intent to increase the tempo of its strikes against Ukraine this winter. [3] Imagery also showed that a Ukrainian missile attack destroyed several Su-34 fighter bombers at the Borisoglebsk airbase in Voronezh region, with a large burn mark, debris and significant damage visible where the aircraft had been lined up days earlier. [3]
Broader Context of Winter Energy and Defence Challenges
Ukrenergo said its forecasts for winter have been worsened by recent Russian strikes on thermal power plants that were supposed to operate during the season. [2] Zelensky described the lack of Patriot missiles as a fundamental problem that cannot be easily fixed and called the slowdown in Starlink speeds a very dangerous and unpleasant surprise. [3] Deadly attacks continued on Ukraine, including several strikes on Kharkiv on Thursday night with no prior warning, according to residents and the government. [3] The airspace above Moscow was closed for hours after Ukrainian strikes, with 644 drones intercepted over 26 Russian regions. [3]
What to watch next: Repair crews will continue restoration work in affected regions as soon as security permits, while EU leaders discuss the €155bn funding needs for next year and Ukraine seeks additional interceptors for winter defence.
